Regarding the "Real-time Curb Management API" Challenge, we have a few initial questions:
- What is the RFP Threshold?
- Can the National Renewable Energy Laboratory (NREL), as a federal lab under the Department of Energy (DOE) participate?
- Can an application be submitted by a team from several organizations (e.g. NREL, start-up, and University)?

1. We’d prefer not to publish our budget for this particular project as we’d like the best offer, however BART’s informal RFP threshold for any project is $99k.
