In your challenge and background, you've mentioned that you are looking for someone to conduct anlysis and make recommendations. Are you only looking for a business process consulting who will suggest a solution or are you looking for a company that is capable of performing both?
We are looking for both strategic knowledge and a solution. The city is well versed in more agile procurement methods and we are currently implementing one of the broadest challenge-based digital transformation processes ever. We would like to partner with a firm that can help us identify improvements, understands what the market has to offer and has the ability to develop a product if the market cannot meet our needs

Which city department or agency will be the primary lead for this engagement? Will other city departments or agencies be involved as stakeholders?
The Chief Innovation Officer, the Administrative Services branch which includes Finance and IT as well as the Public Works branch will be the initial working group although we intend to adopt whatever solution citywide. We are also beginning work on changing the existing municipal code to allow for more agile procurement.

Is the City looking for a partner to develop a tool, or will the engagement be limited to making recommendations?
We are interested in a partner who can understand process and process improvement as well
as either help with the acquisition of existing tools in the marketplace or develop a new tool.
