Can an out-of-state company provide its automated pavement assessment services through its partner company with a business location in California?
Yes, that would be feasible. Please make sure you include some specific details on the partner company; leadership team, project duties/roles, technical expertise etc.

If the City does not receive enough qualified bids that are within the State of California, will it allow companies that do not currently have a California business location to apply on the condition that they open a California business location? Or in any other way consider out-of-state businesses that provide automated road pavement condition assessments? Thank you!
Unfortunately, this year we are only considering proposals from California based
companies.

Is the City of San Diego open to solutions that involve the acquisition of pavement performance data by 3rd party vendors using privately owned automated data collection equipment?
We are technology agnostic at this stage, we open to explore any technological solution and/or
approaches.
