Relating to the "A solution that can be scaled to the County and include County business data" requirement, could you expand on what you mean by scaled to the county-level? Would users from the county-level government need access or is the city simply looking to include businesses in your "business database" from not just the city, but from the county too? Do you have any estimates on how many businesses operate at the city-level vs county level?
We are only interested in businesses from the City of Takoma Park, however, when
consulted about the STIR program, the County also expressed interest in the technology
solution for their own use. We believe this is an additional client possibility for the
selected firm. We would not need to provide access to the solution to County government
staff. There are approximately 1100 businesses in the City vs approximately 119,000 in
the County.

Relating to the "A solution that utilizes the State of Maryland business registration data" requirement, would the state provide access for you to you to pull data "live" through an API? Otherwise, would the state be open to periodically sharing data via something like a CSV/excel file that can then be uploaded to your platform?
We are not sure if the State of Maryland will provide access to pull live data. But we
believe that the County has data that may be useful and they have been consulted with on
this challenge regarding access to information sharing.

Would you be open to the solution being delivered as a SaaS with a monthly (or annual) subscription fee? The assumption being the subscription fee covers access to all the features you need, for all of the users you need, and includes hosting, bug fixes and so on. You would own your data. If you would be open to a SaaS model, what sort of annual budget would you have for a product that solved all the requirements in your RFP?
Yes, we would be open to a SaaS model with a subscription fee. We would base the fees
off of the cost of annual subscriptions we currently have that are between $3,000-$5,000
per year. Additional costs would have to be justified by the features of the solution.
