Would a web based interactive decision tree solution (similar to Google Docs) that can fully leverage & link/attach your content in Google docs meet your requirements?
2) In addition to retaining experience from retiring officers, are you also looking to streamline operations and measure performance for no additional cost?
3) Would you also want this system to have capabilities that easily allow state officials to automate public facing support/inquiry functions?

This is a State project. There is not a published budget for this project, but monies can be made available for viable solution.

In what way would the State like the system to integrate with the Google Suite? Is this knowledge management tool intended to run on Google Suites or simply allow users to pull in links to Google-hosted documents?
The State has standardized on the Google Suite, so the link regarding costs, and existing capabilities seemed to be a perfect pairing. Although integration was not considered for this project, due to potential complexities, the second suggestion would seem to have a more immediate positive impact.
